Can healthcare professionals migrate to Australia?

Team of medical professionals standing together

Qualified healthcare and disability professionals can migrate to Australia through various general skilled migration and employer-sponsored visa streams.

Given the ongoing workforce shortages across Australian hospitals, community health centers, and residential care facilities, the Department of Home Affairs continues to prioritise visa processing and allocation rounds for medical practitioners, registered nurses, allied health workers, and direct care personnel.

Can Australian employers sponsor healthcare workers?

Healthcare systems may use private clinics, local, regional, national government departments (e.g., public health units), non-profit care organisations and private for-profit care organisations as sponsors of foreign trained physicians and care workers who will fill gaps in their workforce. The Migration Act 1958 allows sponsoring employers to apply for a Skills in Demand Visa (Subclass 482) or Employer Nomination Scheme visa (Subclass 186) for employees whose qualifications have been approved by the relevant assessment body.

In order to sponsor foreign-trained staff, Australian employers of overseas medical workers, such as registered nurses, must demonstrate that they operate legally, prove that there is a real need for a particular job position and comply with minimum statutory salaries and working conditions required for all visa holders under the Migration Regulations 1994.

Are labour agreements available for healthcare employers?

Formal labour agreements provide specialised migration pathways for health and care providers where standard skilled occupation lists or statutory visa criteria cannot meet workforce demands. The federal government established dedicated frameworks, such as the Aged Care Industry Labour Agreement, enabling approved providers to sponsor direct care workers, including Aged or Disabled Carers, Nursing Support Workers, and Personal Care Assistants, under negotiated concessions.

These agreements offer customised concessions regarding English language proficiency, salary thresholds, and prior work experience. Additionally, individual corporate healthcare entities or regional healthcare providers can negotiate company specific labour agreements or access Designated Area Migration Agreements (DAMAs) to secure permanent residency options and specialised occupation entries for non-standard clinical or direct care roles.

Why is Australia experiencing healthcare shortages?

The increasing demand for healthcare and disability services in Australia is largely driven by demographic factors, including the aging population, increased public funding for hospital and other public health infrastructure projects and the ongoing rollout of national care schemes such as the National Disability Insurance Scheme (NDIS) nationally. In some cases, these growing needs have far exceeded the number of local graduates being produced in the domestic supply chain of practitioners such as registered nurses, allied health professionals, support carers and clinicians domestically.

The rural and regional communities are most acutely impacted by this shortage which can create very competitive recruitment environments for those regional healthcare service providers. Therefore, international skilled migration will continue to be an essential component of Australia's national workforce policy in relation to addressing these shortages of healthcare workers. As such, priority visa processing and targeted state nomination allocations will continue to be directed towards qualified healthcare professionals.

자주 묻는 질문

Do trade occupations require mandatory licensing in Australia?

검은색 더하기 기호

Yes, many construction and engineering trades, including electricians, plumbers, and builders, require statutory state or territory licensing to work legally in Australia. Licensing requirements differ across Australian states and territories for construction trades, and some roles must also demonstrate compliance with Australian Standards. While visa approval depends on a successful skills assessment and meeting Department of Home Affairs requirements, workers must fulfill specific state licensing criteria upon arrival before performing unsupervised work on construction sites. Once employed lawfully, workers are also entitled to standard employment benefits including the 11.5% superannuation contribution.

Can decisions by the Department of Home Affairs be appealed?

검은색 더하기 기호

If a visa application or employer nomination is refused by the Department of Home Affairs, applicants or sponsors may have the right to seek merits review before the Administrative Review Tribunal (ART). Strict statutory time limits apply to lodge an appeal, making immediate legal advice essential to preserve appeal rights and present a robust case.

Is local Labour Market Testing required for employer sponsorship?

검은색 더하기 기호

Yes, Australian employers seeking to sponsor overseas workers under the Subclass 482 Skills in Demand visa or Subclass 494 Skilled Employer Sponsored Regional (Provisional) visa must generally undertake Labour Market Testing. Employers must demonstrate that they have actively advertised the vacant position locally in accordance with strict legislative requirements before nominating an overseas applicant.

What happens if an applicant is over 45 years of age?

검은색 더하기 기호

The standard age limit for permanent skilled visas, such as the Subclass 189 Skilled Independent visa, Subclass 190 Skilled Nominated visa, and Subclass 186 Employer Nomination Scheme visa, is 45 years at the time of application. However, exemptions or higher age limits may be negotiated under company specific labour agreements or regional pathways for highly specialised construction professionals.
