From 12 November 2026, there are new rules that affect where applicants can apply and be granted a Training visa (subclass 407). These incoming changes to Australia's Subclass 407 Training visa framework have introduced important new requirements for employers, sponsors and prospective applicants. The reforms affect how training programs must be structured and when key sponsorship and nomination steps need to be completed.
The changes reflect the Australian Government's focus on strengthening the integrity of the Training visa program and ensuring it is used for genuine occupational training rather than as an alternative pathway to ongoing employment.
This update sets out the major changes to the Subclass 407 application process and provides detail about what the changes mean for prospective applicants, sponsoring organisations and some of the practical implications to consider when preparing a Subclass 407 application.

The Department of Home Affairs has implemented two largel shifts in the administration of the Subclass 407 Training visa:
As from 12 November 2026, all applicants for a subclass 407 training visa are required to be outside of Australia when lodging their application for this visa and also when granted the visa.
This will mean that, from 12 November 2026:
This offshore requirement builds upon earlier amendments under the Migration Regulations 1994, which eliminated the practice of concurrent (simultaneous) lodgements. Prospective trainees can no longer lodge a visa application while a nomination remains pending.
Before any visa application can be lodged:

The Subclass 407 is a temporary visa for foreign workers that allows them to engage in occupational workplace-based training activities in Australia for no longer than 2 years. The Subclass 407 visa has been created specifically for enhancing an individual's skill level, registering as a professional and developing their capacity and not for replacing Temporary Skilled Work Visas or addressing General Labour Shortages.
To qualify under the three recognised training streams, applicants must fall within one of the following nomination pathways:
In addition to meeting stream-specific benchmarks, nominees must satisfy standard legislative criteria, including functional English, adequate health insurance, and public interest criteria encompassing health and character.
The shift to mandatory offshore applications and sequential nomination approvals demands careful strategic planning.
Onshore Bridging strategies were previously employed by graduate visa holders and temporary visa holders in the same way as onshore transitions. The elimination of these Bridging strategies from 12 November 2026 means that prospective trainee visa applicants who have finished an existing temporary visa will need to ensure they leave Australia and lodge an offshore application prior to receiving a positive Training nomination.
The Department of Home Affairs continues to intensify review standards for occupational training nominations. Officers closely examine whether training plans reflect genuine skill progression or disguise ordinary employment. Ensuring that the curriculum is comprehensive, that trainers are adequately qualified, and that remuneration complies with national workplace relations laws, such as Fair Work Ombudsman standards is essential.
Preparing decision-ready applications from the outset is vital to reduce delays and mitigate the risk of adverse outcomes.
