Mining & Extractive Skilled Migration in Australia

Australia's mining and extraction industry is fundamental to the Australian economy with its ability to generate export revenue, develop significant amounts of capital expenditure and contribute to technological advancement. The continued world-wide demand for key minerals and other commodities will continue to impact labour shortages across remote and rural operations in Australia. As a result, Australian mining companies are increasingly dependent upon skilled migration to source qualified engineers, technical personnel and tradespeople to ensure their production programs can meet their scheduled commitments as well as fulfill their obligations related to large projects.

Can mining workers migrate to Australia?

Metal workers pouring metal into molds in a factory

Skilled workers within the mining and extractives industry may immigrate to Australia on a variety of temporary and permanent skilled visas.

Workers with suitable training and work experience in areas of skill demand for resource extraction and development activities are eligible for a variety of visa subclasses, either through nomination by an Australian state government or through employer sponsorship as part of the approved corporate sponsorship and regional agreement processes.

Which mining occupations are in demand?

Australia’s resources sector relies heavily on both tertiary-qualified technical specialists and licensed tradespersons to support extraction, civil works, and processing operations. The following table highlights key mining occupations frequently targeted for international recruitment:

職業ANZSCO 代碼Primary Industry Role
Mining Engineer233611Planning, designing, and supervising mine site operations and extraction.
土木工程師233211Designing and managing structural and earthworks infrastructure on resource sites.
Driller712211Operating drilling rigs for mineral exploration, blast preparation, and extraction.
焊工(頭等艙)322311Fabricating and repairing heavy structural components and pressure vessels.
柴油機修理工321212Maintaining and repairing heavy earthmoving plant, haul trucks, and equipment.
電工(特級)341112Installing and servicing complex high-voltage and automated electrical systems.

Which visas are available for mining workers?

Selecting the appropriate visa pathway depends on the applicant's skill level, location, and whether an Australian employer is willing to provide sponsorship. The key employer-sponsored and skilled migration options available to resource personnel include:

Visa Category簽證子類別雇主贊助Permanent Residency Pathway
Temporary Skill Shortage visa小類 482是Yes (via Subclass 186 or Subclass 494)
Employer Nomination Scheme visa小類 186是Yes (Direct permanent residence)

Can mining companies sponsor overseas workers?

Mining and extraction companies in Australia have the ability to sponsor foreign employees if all requirements for approval from the Department of Home Affairs are met. A business wishing to nominate international staff must initially receive approval to be a Standard Business Sponsor (SBS) through the Department of Home Affairs.

After receiving SBS status the sponsor will need to demonstrate that the position being offered is authentic, it is needed by the business to operate and it aligns with the industry's common market rates. Employers sponsoring a visa holder must provide them with compensation equal to or greater than the Temporary Skilled Migration Income Threshold (TSMIT) rate or the Australian Market Salary Rate (AMSR) rate depending on which one is larger. Additionally, employers must meet their Labour Market Testing (LMT) obligation by showing that no qualified local worker could fill the job after an appropriate period of time of national advertising.

Where standard skilled occupation lists or standard visa streams fall short, construction businesses may also explore company specific labour agreements. Company specific labour agreements or Designated Area Migration Agreements (DAMAs) allow businesses to negotiate customised terms directly with the Department of Home Affairs, securing tailored occupation inclusions and specialised salary or age concessions.

Which regional areas have the greatest demand for mining workers?

The concentration of major resource deposits in remote parts of Australia creates localised workforce shortages, making regional areas the primary destinations for skilled international mining personnel.

The Pilbara

Located in northwest Western Australia, the Pilbara is a world-leading producer of iron ore and liquefied natural gas. The region experiences persistent demand for heavy diesel mechanics, automated equipment technicians, civil engineers, and mining engineers to support massive open-cut operations and port infrastructure.

Regional Western Australia

Beyond the Pilbara, resource hubs across the Goldfields-Esperance, Mid West, and Kimberley regions generate substantial demand for underground miners, drillers, metallurgists, and mineral processing plant operators.

北領地

With expanding operations in critical minerals, onshore gas exploration, and offshore extraction, the Northern Territory actively seeks specialised geologists, process engineers, and environmental specialists to manage remote operations.

Regional Queensland

Major coal, copper, and gas reserves in the Bowen Basin, Surat Basin, and Mount Isa districts require ongoing recruitment of heavy vehicle fitters, boilermakers, electrical specialists, and extraction supervisors.

How do DAMAs support mining employers?

The Designated Area Migration Agreement (DAMA) is an agreement between the federal government and local authority in designated regions of Australia. The DAMA provides a unique pathway for the labor force needs of that region which cannot be met through the standard immigration framework.

Therefore, DAMAs help mining employers as they can use a wider range of occupations than those listed under the standard skilled occupation list. In addition, DAMAs allow for flexibility in terms of age restrictions, English language requirements, salary thresholds, and the required level of skills testing. Some examples of regional DAMAs which support the extractive industries include:

Pilbara DAMA

Administered by Regional Development Australia (RDA) Pilbara, this agreement directly addresses acute labor deficits in major iron ore and infrastructure operations, permitting local employers to sponsor workers across technical and trade classifications with concessional criteria.

WA DAMA

Providing coverage across Western Australia, the WA DAMA complements local regional agreements by allowing metropolitan and regional resource services companies to access extended occupation lists and tailored permanent residency pathways.

北領地 DAMA

Covering the entirety of the Northern Territory, this agreement assists mining and energy companies operating in extreme remote conditions to recruit skilled tradespeople, drillers, and specialised operators who would otherwise fall outside standard employer sponsorship criteria.

常見問題

Do overseas trade qualifications automatically transfer to Australian mining standards?

黑色加號

No, overseas trade qualifications usually require formal verification. Most trade occupations, such as welders, electricians, and diesel mechanics, must undergo a formal skills assessment through designated assessing authorities (such as Trades Recognition Australia) and obtain state-based licensing or electrical certification prior to performing work on Australian mine sites.

Can mining companies bring in workers on short-term temporary visas for specialised maintenance?

黑色加號

Yes, for short-term, highly specialised work such as emergency repairs, equipment commissioning, or technical shutdowns, employers may utilise the Subclass 400 Temporary Work (Short Stay Specialist) visa. This visa allows specialists to enter Australia for periods generally up to three months, provided the work is non-ongoing and requires specialised expertise not readily available in Australia.

What happens if a sponsored employee leaves the mining company?

黑色加號

If a sponsored employee on a Subclass 482 visa ceases employment, the sponsor must report the termination to the Department of Home Affairs within the statutory timeframe. The visa holder then has a specified period to secure a new sponsor, apply for a different visa, or depart Australia, while the employer remains bound by sponsorship obligations until formal notification is recorded.

Are age concessions available for older skilled workers in the resources sector?

黑色加號

While standard employer-sponsored permanent residency pathways (such as the Subclass 186 visa) generally impose a maximum age limit of 45 years, concessions are available under specific agreements. Employers sponsoring workers via a Designated Area Migration Agreement (DAMA) or standard regional pathways may access age exemptions up to 50 or 55 years for eligible occupations.
