In some cases, yes, it may be possible to apply for a further visa while onshore, depending on your current visa conditions. Some visitor visas carry a "no further stay" condition that prevents this, so it's worth checking your grant letter before assuming an extension is available.
Visitor visas generally don't permit work in Australia, though limited business activities may be allowed under certain streams.
It depends on your circumstances. Onshore applicants generally have merits review rights at the Administrative Review Tribunal, but most offshore Tourist stream refusals don't carry an automatic right of review, and it's the Sponsored Family stream that most commonly does. It's worth getting legal advice early to work out whether review is available and what the deadline is.
Overstaying puts you in Australia unlawfully, which can affect your ability to be granted future Australian visas and may lead to detention or removal. It's best to get advice well before your visa's expiry date if there's any risk you won't be able to leave on time.
