Unlock Skilled Talent in Regional Australia

If your business is facing skills shortages in a regional area, a Designated Area Migration Agreement (DAMA) could be the solution. DAMAs are special agreements between the Australian Government and a state, territory, or regional body known as a Designated Area Representative (DAR), that allow employers to sponsor overseas workers with greater flexibility than standard visa pathways.

A DAMA is not a visa in its own right. It is a labour agreement that gives approved employers access to concessions under existing visa programs.

At Australian Migration Lawyers, we guide regional businesses through the DAMA process, providing support to help applications proceed as smoothly as possible.

The Australian Migration Lawyers difference

What is a DAMA?

A DAMA provides access to:

  • Additional occupations not available on standard skilled occupation lists.
  • Concessions to visa requirements, including skills, English proficiency, salary, and work experience.
  • Simplified pathways for regional employers to secure much-needed workers.

Employers under a DAMA can sponsor workers for Skills in Demand visa (Subclass 482), Skilled Employer Sponsored Regional (Subclass 494), and Employer Nomination Scheme (Subclass 186) visas.

A DAMA pathway is entirely employer-driven. A worker cannot apply for a DAMA independently and needs a genuine job offer from an employer that holds, or is actively seeking, DAR endorsement.

What Concessions Does a DAMA Offer?

Concessions are negotiated separately for each DAMA region and, within a region, often for each occupation. Nothing below applies automatically or universally. Always check the specific head agreement for the region and role in question.

Because concessions vary by region and occupation, confirm the exact settings on the relevant regional page below before relying on any figure.

Current DAMA Regions

There are 13 DAMAs currently in place across Australia. Each is tailored to its region, so eligible occupations, concessions, and Designated Area Representatives differ from one DAMA to the next.

How the DAMA Process Works: Step-by-Step Guide

The employer applies to the region's Designated Area Representative (DAR) for endorsement, showing genuine business need and evidence of local recruitment efforts.

Once DAR-endorsed, the employer applies to the Department of Home Affairs for a DAMA labour agreement, then nominates the position under that agreement.

The worker lodges their Subclass 482, 494, or 186 visa application against the approved nomination.

Throughout the process, employers must provide evidence of their operations, recruitment efforts, and commitment to training Australian workers.

Am I Eligible for a DAMA Pathway?

    DAMA Fees and Costs

DAMA labour agreements use the standard visa application charges for the relevant subclass. There is no separate DAMA fee set by the Department of Home Affairs, though most DARs charge their own endorsement fee, which is set independently by each region.

    Fee Type Amount Who Pays
Subclass 482 (Labour Agreement stream) base application charge $4,015 Visa applicant
Subclass 482 nomination fee $330 Employer
Subclass 494 (Labour Agreement stream) base application charge $6,140 Visa applicant
Subclass 186 (Labour Agreement stream) base application charge $6,140 Visa applicant
Subclass 186 nomination fee $540 Employer
SAF levy (Subclass 482) ~$1,200–$1,800 per year, by business turnover Employer
SAF levy (Subclass 494/186) $3,000 (turnover under $10 million) or $5,000 (turnover $10 million or more), one-off Employer

Fees shown are the Department of Home Affairs base charges effective 1 July 2026, and do not include additional applicant charges for family members. DAR endorsement fees are set by each region independently and are covered on the relevant regional page.

Employers cannot pass the SAF levy, nomination fee, or endorsement fee on to the sponsored worker, deduct it from wages, or make it a condition of employment.

    Pathway to Permanent Residency

A DAMA can lead to permanent residency through two routes, depending on which visa the worker holds.

The employer can nominate the worker for a Subclass 186 (Employer Nomination Scheme) visa under the same labour agreement once the region's experience and salary settings are met. Some DAMA regions negotiate a shorter pathway than the standard three-year requirement that applies outside a DAMA.

The worker can apply for the Subclass 191 (Permanent Residence Skilled Regional) visa after living and working in a designated regional area for the required period, provided they meet the income threshold at the time of application.

Exact timeframes and income requirements depend on the specific DAMA region and the worker's occupation. Our migration lawyers can confirm which pathway applies to your circumstances.

    Frequently asked questions

What happens if my occupation isn't on the DAMA occupation list?

    Black plus symbol

The occupation must appear on the specific region's DAMA occupation list to be eligible. If it doesn't, a standard Subclass 482, 494, or 186 sponsorship may still be available. Speak with our team to review your options.

Can my business hold a standard sponsorship and a DAMA at the same time?

    Black plus symbol

Yes. A DAMA does not replace standard sponsorship. Many businesses use standard sponsorship where possible and rely on a DAMA specifically where the occupation, salary, English, or age settings under the standard visa programs rule out an otherwise suitable candidate.

Can a DAMA visa lead to permanent residency?

    Black plus symbol

Yes, through the Subclass 186 (from a Subclass 482 DAMA visa) or Subclass 191 (from a Subclass 494 DAMA visa), subject to the region's settings and the worker meeting the relevant requirements.

Does a DAMA reduce the English language requirement?

    Black plus symbol

For some occupations, yes. Reductions vary by region and role, and are set out in that region's head agreement.

How long does DAMA visa processing take?

    Black plus symbol

Processing times vary by region and depend on DAR endorsement timeframes as well as Department of Home Affairs processing. Contact us for current estimates relevant to your target region.

Can I apply for a DAMA visa without an employer?

    Black plus symbol

No. A DAMA pathway is entirely employer-driven. You need a genuine job offer from a business that already holds, or is actively seeking, endorsement under that region's DAMA. You cannot apply independently.

Is DAMA a separate visa subclass?

    Black plus symbol

No. DAMA is a labour agreement framework. It uses the existing Subclass 482, 494, and 186 visa programs, with concessions each region negotiates directly with the Australian Government.
